Sussex leaders are putting together a proposal to create a taxing district in order to spark development on the Mammoth Springs site. The village is poised to invest some $4.7 million through the life of the project to see it to fruition.
Village leaders in Sussex are hoping to take a second stab at sparking development at the former Mammoth Springs Canning Company site near Main Street and Waukesha Avenue. The village will once again enter the taxing district market, and is poised to make a significant investment in the site with the hopes that increased tax revenues will turn a profit for residents. Site owner Arthur Sawall purchased the property in January 2010, and has plans to construct a seven-building complex with a mix of retail and residential spaces. The construction would occur in phases with two "high-end housing" buildings coming first. The Plan Commission is expected to vote June 16 on the village's downtown redevelopment plans. The plans were sent to the commission after the Community Development Authority endorsed them last month. After the commission reviews them, a public hearing will take place on July 16 and then the plans will go to the full Village Board for approval. There were two plans presented to the public at a February hearing where residents were able to provide feedback on the concepts. Both concepts were well received by the public and the CDA allowed for elements of both plans to be used the plan that is moving to the Plan Commission. In a night of presentations to and from the Sussex Village Board on Tuesday, one stood out as representing something other than community pride. The Hamilton School District received a large check. A local businessman handed over a check and got a Sussex booster award in return. And the village's elected judge reported that municipal crime is definitely on the rise. "It's amazing how much retail theft (shoplifting) takes place at Kohl’s and Shopko," Municipal Judge Douglas Stern said in a rare appearance before the village's governing board.
