At 8:13 p.m. July 1, an off-duty Dodge County sheriff’s deputy spotted Skinner’s vehicle on Highway 164 near Capitol Drive, and began to follow it when he noticed the driver was unable to stay in his lane and also emptied a beer bottle out of the window.

The off-duty deputy called police, who pulled Skinner over near Prospect Circle on Highway 164. When asked if he had been drinking, Skinner told the officer he had three beers around 3 p.m.

When asked why he had emptied a beer bottle out the window, Skinner said he had been urinating in the bottle and dumped it on the roadway after it became full.

The complaint states Skinner failed a field sobriety test and had a blood alcohol level of 0.13 at the time of the incident.

Skinner remains free on a $1,000 signature bond while awaiting trial.
