Domestic Incident in Vehicle Ends in Felony OWI Arrest

Robert S. Lamb, 51, of Hartford, was arrested on his fourth drunken driving incident on Sunday in the Town of Lisbon.

Robert S. Lamb, 51, of Hartford, is accused of driving drunk in the Town of Lisbon after a citizen caller thought she saw a woman hitting Lamb in the vehicle, according to a criminal complaint filed Monday in Waukesha County Circuit Court.

Lamb is charged with operating while intoxicated-fourth offense. He faces up to three years in prison and $10,000 in fines if convicted of the felony offense. Lamb was released from jail on $2,500 bail.

Waukesha County deputies were dispatched to Ryan Road near High Road in the Town of Lisbon after a woman reported seeing a woman hitting a driver on Highway MD at 6:56 p.m. Sunday.

The citizen caller followed the vehicle for awhile and told deputies she saw the vehicle weaving in traffic for about two miles and failing to stop at a stop sign, according to the complaint. The deputy who pulled the vehicle over noticed a light odor of intoxicants coming from Lamb, who also had bloodshot eyes.

Lamb failed his field sobriety tests, the complaint states, after he thought he was finished with the test after taking only a few steps. He turned to the deputy and asked “what do you want me to do now?”

Lamb refused to submit to a breath test, the complaint states, but his blood was taken for analysis after his arrest. He previously was convicted of drunken driving in January 2008, September 2009 and May 2010.

The criminal complaint does not indicate any further information about the passenger spotted in the vehicle by the citizen caller.
