Village Board Votes Down A Library Agreement With Town Of Lisbon
Village and town are at odds as to how costs are split in 2015 and beyond.
The Sussex Village Board on Tuesday voted down a library proposal from the Town of Lisbon as to how the town communities will split costs at the Pauline Haass Library, according to the Sussex Sun.
The paper said the two municipalities agree on the stipulation that the town would pay $425,000 annually and Sussex would up $500,000 to cover the operating costs of the library. The amount, according to the paper, is determined by each municipality's library usage, tax base and population.
The agreed proposed amount is about $40,000 more than the village currently pays and $40,000 less than the town currently pays, the paper said.
Where the two communities are at odds is what happens when 2015 rolls around, according to the paper.
The town proposes at that time that its annual contribution would decrease to $250,000, matching the "amount the of a tax levy town residents would pay if they were required to pay 24 cent per $100,000 county wide library tax," said the Sun, which noted the town does not currently pay the tax because of the current agreement.
According to the Sussex Sun, the board will discuss the situation later this month in a closed session.

Like the town's own attorney once commented, the town/village departments/committees work together cooperatively -- it's the elected officials that create the conflict. Why create a committee to come up with a solution and then outright reject it, proposing something entirely different. Shame on you Lisbon officials.

I read the Agreement on the Towns web site. The funding only makes the big change if the town remains a town in 2015. Seems that if the town becomes a village by 2015 the funding would stay close to the 2013-2014 funding levels. If Sussex wants Lisbon to remain a town then why should Lisbon be funding the library similar to as Sussex does. I say let Lisbon become a Village and keep the funding the same on the Library.

The county wide library tax seems to way too low, out of touch with reality. No reason for a community to have a library if you can use other community's library at a huge discount.
